Tour of Duty still exists, MOBCOP has gone away. Carrera is much more user friendly, but you still need access to TOD to apply for some of the positions. Tour of Duty and Carrera are different websites. A number of Carrera listings just tell you to go apply on TOD. If you register for the Army Virtual Desktop you can go on TOD at home.
